France and Bufsia have communicat»d a joint Note to the Powers, declaring that while they approved of the principles of the Anglo-Japanese agreement, they reserved a right to concert measures to protect their interests in the event of an aggressive act on the part of a third Power, or fresh troubles in China.
The Times says the declaration is a significant indication of the great ser • vice in the cause of rendered by the Anglo-Japanese agreement. Ft area ind Russia are seeking to preserve i their prestige in China by saying thi I same to Britain aod Japan.
