ARRIVAL OF FRISCO MAIL.
PEIt PRESS ASBOCIATIOK. Accklakd, February 28. The 'Frieoo mail steamer Sierra arrived at 6 p.m., having been detainid owing to a heavy gale lasting five day*, during which the staamer was at half speed and shipped much wat*r f besides damaging some deck fittings, The tarpaulins were washed off the No. 1 hatch, allowing the water to get into I tee holds.
