Dr. Morrison states that the Rus- ! sians decline to restore the Shankaik-wan-Niuchwang railway to the Civil Government of Niuchwang until international administration at Tientsin ceases. . There are 63,000 Russian troops in ' Manchuria. Tbe Japinese assert that they are able to land 150,000 men in Manchuria in a month. (
