It shows that Lord Landsdowce, in proposing a modification of Mr Hay's version in order to secure a treaty which would be accepted by bo'h countries and be equitable and satisfactory, emphasised tb9 desire to facilitate enterprise wherein both Governments were greitly interested. Both the late President MoKinley and Mr. Hay assured Lord Pauncefote that they regarded the coiißioeration shown to the American propose Is as in the highest degree friendly and reasonable. Mr. Hay further expressed bis appreciation of Britain's friendly magnanimous spirit. The Times, commenting in this, rejoices that the first important treaty Edward, "King of the British Dominions Beyond the Seas " has signed is a happy agreement with our kinsmen in the United States.
