Replying to Hen- Lolberg in tbe • Reichstag Count von Bulow, the Chancellor/said that if Mr Chamberlain desired to justify his policy it would be better for him not to refer to foreign ! countries, unless he exenvsed the '. greatest prudence, lest he offend their : susceptibilities. He had received assurances that Mr Chamberlain had no ' desire to hurt tbe feelings of the German army, which stood far too high to suffer from perverted unjust judgments. The Triple Alliance enjoyed the best of health, and was likely to live long.- French and Itilian arrangements in the Mediterranean were not contrary to the Triple Alliance. If the Triple Alliance was no longer absolutely necessary, it was still in the highest degree valuable, 'as it augmented the. guarantee of peace and the '• status quo. ' London, January 9. ( Every newspaper condemns Count von Bulew's speech, excepting the antiCbnmbarlain group. The Times eaya it is very doubtful if Count von Bulow received any official explanation, and that be has done a bad day's work for the oromotion of friendly relations.
