Beceived 20, S p.m. London, October 19. The Times' St. Paterfrtmrg correspondent s'ates that the RuwiaD troops within striking distance of Afghanistan do not exceed 8000, »it-h 30 gun*. The Czar and M. De Witte, Minister for Finann", and Count Lamsdorff, Minuter for Foreign Affairs, are anxionx to maintain a eenerM peace. The Czar bas expressfld a wish that subordinates in the vicinity of the Afghan frontier should op impressed .'ith this determination to avoid any conflict.
