FEB PRESS ASSOCIATION. Dukkiin, September 26. At tbe Police Court Percival Com- j miiis was chirgfd with falsely using the name Bnd title of " Doctor," implying that he was recognised by law as a practitioner in medicine. For the defence it was alleged that defendant was a philanthropist who did not charge for ad vies, and sold nr dicine at cost price; bat aa 75 per cent of thoee he treated were not able to pay a penny he gave it away. He cUimed to be a magnetic heiler, and claimed the title of doct r because he was a teacher cf truth. Mr. Qraham, S.M., h<d doubts whether a plate wi'h " Dr." and hoars of attendance were not cilculated to deceive. He, however, dismissed the case on it* merits,
