Our Harbour Board here are all noniuses and landsmen at thit, so, of course, j they cinno 1 : be expected to know much about marine affairs, but when they' get the advice of a man like Mr. Rey-! n- Ids and th«>n not take it, th'y must] have some sing€lar notions.
