Mr. Barton sta'ed tbat he is in communicition with Mr. Seddon wi'h a view of finding out if the Governor ot Fiji's proclamation wiih reference to agitating against the form of government is nn iiiterferenc* with the rights of free speech among British subjects. Received 26, 1.6 a.m. Melbourne. July 25. Mr Barton adheres to the opinion that it is highly undesirable to have two htge and important federations in the Southern Sess. He will, therefore make representation to that efiect in regard to any attempt mndo to federate by Fiji acd New Zealand. .
