Mr. Higre'.t brought up a motion, t standing io his name from last meets ing, as fnl'ows : That string; rapresenii triors be maie to the Education Department ( f the total inadequacy of u the annual building grant to meet the n urgent requirements of tha Taranaki n dis'rict; that the Secretaiy be instrucv tad to prepare a statement showing the ft urgent mtds of the distric'i with rese pect to (1) uew schools, (2) extensions and removal of existing buildings, (3) G nur raeidonces for teachers, (4) paint- = in/> and repairs, et<\ ; and that the statement be forwarded tq t L e Elucaj, tion Dep.irtmint, with a prising mt. qui-st fir such additional funds as may ft ba c-n.idered neorsswy by the Board 0 in oido" to tfficient'y carry out exist,f ing requirement*.
In moving the resolution Mr. Higr:e' t s iid he had done so owing to the difficulty exp»riencei by the Board in m eting the requirements for schools and residences throughout the district, and instanced Durham-road, where tho settlers had done a great deal to help themselves by building a school to start with, Now they were entitled w> hotter accommodation, and tin Board was Vari pmhed to provide it. Ho con'end 'd it w, uld be much better and cheaper to erect residences at, tbe tim-3 schools were built. As to painting, ho said no private person would allow his buildings to go for three or four years w'thout a new coat of paint, and the Boar! should not do so. The Board should mako a spec ; al effort to pi ice the mittor before Government. T.vanaki hid a reputation for its moderate demands, and this reputition bought to aid the Board in getting some consideration now.
Mr. Wade s'conded the motion, and said ho felt ashamed of a system under which th"> Boird had to borrow monoy from a teacher in odor to build a resi-
dence Members: No. Ths Ch.irman : Tint man offered to build and let tho Biard take tho house over when he left. Mr. Wade : Well, I ell that borrowjing. Cont ; nuing, he referred to a teacher having to wa'k a bn? distance 'o fchool, through there being no suitable lodgiugs tear r.t hand. He ref> rred also to the difficulties in the provision ' f ranges, and slid the Board should b> able to put up residences properly fittod up, a L , the ontset. The oidy way to gi.t the funds for this purpose was to bring the whole matter proper!/ bsf re the Ministr-r.
Mr, Faull agreed with the spirit of the mo-ion, but ho could not agree about tho " disgrace." The Board had to cir.y on the business as best it coti'd.
Mr. Adlara akosupp^rted the motion, Mr. Wade explained that he me3nt it w.'s a " disgrace " to the system, not tho Roaid.
Mi'. Mackay objected to tho first clause (f the motion, as tho Minister might take it r.s a slur. If there whs ona Minister, he snid, who had worked well in tho interests of education, and givon Taianaki it was tho Hon. W. 0. Walker, who lwd aided inj <:e tin« the dis'-.iict a be'.ter building arar.t than it had before. Wif.h the tost of thimotion ho cordia'ly agreed. Mr. H'gnptt agrred to delete the word •' total " in the fiwt piragraph, and on t-ha*i condition Mr. Allsvrorth supportol the motion, and sp-taof the ?ood work doee by tho Minister. While agreeing that residences wero necessary in ma)iy insVvces, he thought tho first duty of (he Hoard was to provido schools. Willi its lesfjiic'ed I'Hvenuo tho erection of a residence might of'on rob a struggling net'shhourdistrict of a school. Residence:-*, when pnt up, woro fr-quontly let or left unoccupied. Tho motiop, as amended, was then
