TO THE EDITOR. Sir. —Dime rumour has been ac'ive lately as to curtain promises hav ng baen made re the granting of a new license in this town, and when we eef that tenders for each large amounts are accepted before the question comas officially be'ore the Licensing Bench one is perplexod and puzzled. I wn.s under the impiession that licensing matters had to be considered in open Court, but I do not recollect seeinp anything in the Pras* that would carry with it a guarantea justifying the expenditure of thousands of pounds as *e are given to understand is contemplated in the case referred to.
