He is consulting Sir E. Satow, The Russians declare the siding interferes with the projected road through the tarritory conceded to Russia. In the House of Commons, L?rd Gecrgo Hamilton said the authorities on the spot at Tientsin were dealing with the siding difficulty. British officers throughout tho operations in China had shown such excessive conciliation that it was unnecessary to specially instruct them in the matter.
