In relation to the j' no*es made by the teachers raprwent- p 1 a'ives who met the Coinmittfe, the In- v spector after remarking on each point , \ raised considered that many of the B apparent anomalies r jinted out would f in the light of the general scheme di§- H appear. He believed the general prin- ' ' ciploß was sound. As far as he could l ' see the same salary was given to male \ and female teachers up ta 20 on the f average attendance, but above that C ' miles were paid on a higher soale The £ principle adopted by the Department -j was the came ns that adopted by the I ' Bnrd, that larger increments per pupil 1 be add«d to the salaries in the smaller \ schools tlmn in the larger ones; an ad- J j ' ditional advantage being that allowance J ] is made for certificates. In fac 1 ; it was]' U their old friend the payment of bonus \ ' on certificates in another form. , Mr. Macbiy mov»d, " That the re- i '' port be received and adopted, and that the cordial thanks of the Board be ■ tendered the committee for the : thoroughness with which thoy hav« , invostigated the whole matter, sand that a copy of the same together with ' the schedule be forwarded to the Da- ; , pavtmsnt. He said it gave hira particular pleasure to move tha resolution, as he felt sure that the decision ar rived at by thn committee exactly met, tho case. The Minister bad done h s l" best towards inaugurating a colorihl pca'e and bad got the thin edge of the ■" wedge well in. Not only was the Minister, ,but Mr, Uogb?n nlso, entitled to much praise for their endeavours to solve a vory irapirtint and k and diffi silt nnttor. He was glad to ," see that the Board was about to adopt '» the propo c ed 6cheme without demur, and in doing so they would be almost ,' alone in their action amongst the Boards of the colony. Tha committee ,' had evidently spared no Übour in cara- , fully and thoroughly going through the f proposed increases, with the result that 2 they had found the Department had , almost, without exception, acted en the . same Hrm as had been adopted by th» ~ Boird for some time past. It wai>, '' therefore, very gratifying to find that '; the Board hail such an excellent comr' mittee who, after going fully into the .' matter, had arrived at such a very satisfactory result. The prsssnt com- / mittei were not, however, entitled fci ," tha whole of the credit for the pyettfrn P now in force, as it was largely owiajj 11 the ability and energy displayed b a v forawr Finance Commif'eo consisting of their lata Chairman (Mr. Bauchope), ,' Mr. Allsworth, and Mr, Faull that the | Board's present scale was on such a , sound footing. He felt hound to give expression to the feeling that the ,' cordial thanks of tho Board were due '■' to the Committee for their pains in ;' getting to the bottom of tho question ' and had never had greater pleasure in moving any resolution at the Board's table either in the interest of the teachers or the Board than that which he now submitted. !, Mr. Wado bi'iefi}', but heartily seconded the motion. Mr. Faull gave it cordial support. Tho only matter ho did not agree with was the Department stepping in and doing the business of the Board. s Mr. Kennedy spoke in very ap- \ preciative terms of the Committee's work. 3 Mr. Allsworth said that as a memb r , of the Committee he would like to ackI nowledgo the assistance received fre tn ,
the Teacliors Institute, and the f ict that the teachers as a whole ssetned favour- '' ably disposed towards the proposals. Although tha Department had not sup--0 plied the derails of the basis of the «eLpme, they had giveu vory full information, and he hsd no doubt that a any representation by tho Board would Kive wftijrht with tho D<p\rtmenr. Ths Committee had ooro carefully :hrou?h the list of teachers and a list " framed on the oil and the proposed »ctl\o was attached which smarted 'it fcha lowost attendance and worked "p to the highest si tint the B 'ard could fee at a glance the ginernl <'iuicfc of the Department's proposals. It was evident that the scheme wis a iiol.jnial one and it could tot well be otherwise, as the Department had not ' the knowledge of the merits or demerits of individual toachers possessed by ; the Boards and had thfliefore laid down ' general lines. When it was found (hat those lines were k> closely allied to the ' Board's system he did not think tint ore or two anomalies should be carped at oc tho sckomo rejected on that no''count.
