BIGHT BUT WRONG. On tho question of confirming tho minutes at the Borough Council on Friday, Or. JMringer said ho wished to lfiake an etfplarmtidn, on the minute relative to the Carrie Street question. He said that tho remarks made by himself and other Councillors with i "ward to Mr. Samuel's advice to the Harbour Board on tlleiV position as to the road were rather severe. It seemed that the Council was right according to the correspondence before it at the time, and that Mr. Samuel was right according to the documents placed before him by tlie Hoard; After explaining the position of the matter, Cr.i Bellringer said that the letter received from Mr. Strauehon on tho subject had i not according to Mr. Samuel, been laid ] before this gentleman by tho Harbour Board authorities, and it seemed only fair to Mr. Samnol that this explanation should be made. Or, Stohr did not think tho Council were" wrong iii arty shape or i'orrit: His Worship reminded the Council that he had advised an independent opinion being obtained. As soon as Mr. Samuel saw the facts as placed before ,the Council he viewed the matter in a different light, Hid Worship said he might state that the point on which Mr. Samuel relied was one on j all-fours with that in the ease of Moore [ v. The Public Trustee, which had failed 'in the Appeal Court recently. He was I quite sure Mr. Samuel would not have I given the opinion he did had he been |in possession of all the facts of the case,
