SPEECH BY LORD SALISBURY.
Thb most impressiva, at least bo Americans, was the speech of T ord Salisbury at the Lord Mayor's banquet, in the presence of niae hundred guests, including the United States Ambassador (Mr. Choatjae), members of the Cabinet, and many leading men of England. Lord Salisbury spoks as follows of the American election:—"We believe the cause which has won is the cause oi civilisation and commerc'a! honour. We believe those principles to be at the root of all progress and oil pro - perty in this world. Therefore we claim that we have as much righb to rejoice in what has taken place as the dittingHiabcd gentleman who sits at my aide, (referring to Mr, Choate) An incursion into the politics of the United Stated was preceded by an apilojiy, in tber course of which Lord Salisbury said: One of the circum stance) which has gratified me more duiiag tbe past) year has b;en the hearty feeling displayed between this country and the United States. I hope Mr. Choate will forgive me if any irregularity in nay expression. It is quite wrong for any Secretary of Btite to maka any observations with regard to the external politics of another country, but I am soon to give Bp my effise, and in view of my abandonment l , which is close at hand, I hope Mr. Choate will forgito me for expressing the supreme satisfaction ■with wfaioh all of ua have heard of whit has taken place ia the United States, The spaech close with an earnest appeal to tbe people cf England to maintain their defence in a # much more perfeotcondition,that "we shall not be exposed to any sudden interruption cf the peace on which oar prosperity depends."
