Received 7, 4.45 p.m. London, December 8. Professor Jethro Brown, of Tasmania, has been appointed to the chair of Constitutional Law and History at the University College, London. Sir Julian Paunceforte, Sir E. Malet, Sir Edward Fry, and Professor Westlake! hate been appointed permanent arbitrators under the Hague Convention.
[Sir. Julian Paunceforte, C.8., G.U.M.G., was formerly AttorneyGeneral and afterwards Chief Justice at Hongkong, subsequently Chief Justice of the Leeward Island, and in 1874 became Assistant of State for the Colonies, and in 1882 "was appointed Permanent Under-Secretary of State for Foreign Affairs, finally becoming Ambassador at Washington. The Bight Hon. Sir Edward Bald-
win Malet, G.C.M.G., K.C.8., has been ia the Imperial Diplomatic Service since 1854, and as attaehe, Minister, or I Ambassador has served at most of the j foreign Courts. The Right Hon.
