LORD LANBDOWNE'S APPOINTMENT CONDEMNED. [PUB FBBSS ASSOCIATION.] (Received 2,9.47 a.m.l Lonox, November 1, . Many newspapers condemn Lord Lansdowne's appointment to the Foreign Office. [The Marquis ef Landsdowne was, until 1880, a Liberal, and an adherent of Mr. Gladstone, under whom he held office from 1868 to 1872, when he became Under-Secretary for War till 1874. He again took offioe under the same chief in 1880 as Under-Secretary for India, but retained it for only two j months, when he retired, owing to a disagreement-with the Government on the Irish Compensation for Disturbance Bill. In 1883 he was appointed Governor of Canada, and, at the expiration of his term of office there, became Viceroy of India. In 1895 he joined Lord Salisbury's Ministry as Secretary of State for War where, latterly, he has had anything but a bed of roses, owing to the severe criticisms bestowed on the management of affairs in connection with the war in South Africa, the responsibility for which has been tossed to and fro between him and the Commander-in-Chief, Lord Wolseley. Hence the eutory against Lord Lansdowne taking charge of the Foreign Office.]

Ritchie as Home Secretary, the Marquis of Lansdoirne as Minister of Foreign Affairs,* the Hon, St. John Brodrick as Minster for War, and the Earl of Selborne as First Lord of the Admiralty.
