It is officially announced that Lord Roberts succeeds Lord Wolaeley as Commander-in-Chief. The newspapers declare that the nation will hail the birthday gift with expressions of confidence and satisfaction, and the whole army with a ssnse of delight. There are indications that Lord Kitchener will assist in the re-organi-sation of the army.
