The proclamation dissolving Parliament has been gazetted. The pollings for the new Parliament begin on October Ist. Mr. Herbert Gladstone, speaking at Leeds, said the Liberals cannot expect a majority at the coming elections. It would be better to let Home Rule sleep awhile. There was now wide divergence of opinion with reference to the annexation of the South African Republics. Mr. Chamberlain, in a brief letter, says the principal issues at the elections will be the merits of the war, j the nature of the settlement to prevent a recurrence of danger in South Afrioa and the prestige of the Empire. Nearly fifty Liberal members are urging Lord Rosebery to make a pro- ■ nouncement promising to support Im- ' penal ideas. , •■■ i '
