The Emperor of China has requested American,intervention. The Japanese Press declare that an alliance with China is impossible, condoles with the Emperor's unfortunate position, and promises friendly offices to China if the rebellion is strongly suppressed. All Chinese Governors and Ambassadors of the various Courts announce the same news that the Legations were eafe on July 18th. A Chinaman from Peking, who arrived ( at Niu-chwangon the 19th, reports that the massacre occurred on the 12th. It is believed that Mr. Conger's reply to Mr. Hay was on July Ist, or earlier. Li Hong Chang had a cool reception at Shanghai, the Consuls not visiting him officially. Quick-firing Krupp guns have been iguounted at the Bogue forts.' The Allies have established a provisional Government at Tientsin. The Russians report an encounter near Wei-hei-wei, the British defeating the Chinese and capturing two hundred rifles, AUSTRALIAN CHINESE APPEAL. (Received 24, 9 a.m.) Sydney, July 24. A cable in the name of the Chinese of Australia has been despatched to the Viceroys asking them to protect the lives and property of foreigners. QUEENSLAND WILL NOT SEND A CONTINGENT.
