THE COMMONWEALTH BILL.
DISCUSSION IN THE HOUSE OF LORDS, PBB PEBSS ASSOCIATION. ■(Received 2,'9,3 a.m.) ' London, July 1. The Earl of Selborne, in a speech in the House of Lords on the Commonwealth Bill, said all the colonies were satisfied. Earl Carrington violently attacked Mr. Chamberlain, declaring that his imprudenoe bad frequently imperilled the Bill, while his compromise amounted to unconditional surrender. The Earl of Halsbury complained of Earl Oarrington's partisan attack, which had spoiled the harmony and unanimity of the country's acceptance of the measure.
Lord Davey said the compromise was not a happy solution of the difficulty, and he hoped the colonies would hereafter modify the appeal clause. The Earl of Kimberley, leader of the Liberal Party, threw Earl Carriogton over. He congratulated the colonial statesmen upon the skill with which they had drawn up the Constitution. Lord Bussell of Killowen, Lord i Biassey, and Viscount Knutsford also i spoke. Beceived 2,10.30 p.m. Sydney, July 2. Sir W. J. Lyne thinks that it will be October before the proclamation establishing the Commonwealth is issued, though the federal elections will take place in January or February.
