If such owner or occupier fails within the time named in such warrant to comply with the direction thereof, the Inspector of Nuisances, under the authority of a warrant under the hand of the Major or Councillor in that behalf, may enter, with such assistance as m»y be neoessary, upon such building or place, and to cleanse, purify, and disinfeot the same; and the Council may recover from suoh owner or occupier the cost of such operation, together with ten per centum on such cost added to defray the expenses of supervising the execution of the work, as also the fees paid to the medical practitioners employed. 302. If upon a like certificate aa meniioned in the last-preceding section, any building or plaoe in the borough is in a condition untit for occupation or dangerous to public health, the Council may give notice to tha owner thereof to pull down the same within a time named in such notice, and all pro- . ceeaings shall be had in such case as men* tioned in the next succeediug section. 0.
