BOROUGH COUNCIL.

A special meetixg of the Borough Council was huld on Friday. Present: His Worship the Mayor (Mr E. Dockrill), Ors. Avery, Glow, Oattley, Lealand, Stohr, and Ward. A letter was read from Mr. D. Be> ry rs'ative to the proposed alterations by the Railway Department in St. Aubynstreet, and obj cting to the unsafe angle at the junction of that street and Queen-street. He also pointed out ' hat all approaches to the beach granted some years ago had been clos <d. His Worship the M iyor stated that the question of access to the beach had beeu discussed with the Euginear at a recent interview when Mr. Berry wa6 present, and that he (the Mayor) h*d expressly pointed out to the Engineer the necessity f>r such access, which, it. was understood, would be provided b) meins of an over-head bridge.

The Town Olerk was directed to acknowledge the receipt of the letter. The proposals of the Railway Department were then fully discussed, and eventually the following resolution, moved by Or. Avery and seconded by Or. Oattley, was passed:—" That while the proposed altera'i)ns to St. Aubynstreet by the Railway Department are dotrimental to the street, if they are absolutsly unavoidable and the Department will, as it has previously done on two occas ; OQB, complete the street to the full width to the correct boundary, | the Council, in view of the great improvements to be effected to the railway prem'ses, will offer no objiction to tha alteiations," A le'ter was received from the Birough Solicitor (Mr. 0. Samuel) relative to Mr. 0. F!c„chor Rundle's'' application for a lease of section 2337, ii at the noithern corner of Brougham II and King streets, under the terms and ji

conditions on which the section was offtred at public auction on 28th April, 1899.

On the motion of Or. Ward, it was resolved that the lease be granted, The Ohairman of the Health Committee, Or. Oattley, stated that it was necessary, in order to secure a careful and prompt inspection of the town, that there should be an additional Inspector of Nuisances, and he moved that Mr. James Butter worth' be appointed during the pleasure of the Oouncil. This was agreed to, Or. Glow seconding the motion. The Chairman of the Health Committee stated that the Borough Solicitor, as instructed by the Town Olerk, had drafted a by-law prohibiting the keeping of swine in the Borough. In moving the adoption of the by-law he said that he was quite satisfied that from the result of a personal inspection of some pig-styes, it was necessary that stringent measures be taken in the interest of public health. Or. Lealand seconded the motion. Or. Ward inquired if some regulation i could not be passed relative to keeping of cows in the borough, and stated that I at his end of the town there was considerable annoyance and unwholesome effluvia arising from cows. His Worship replied that it was impossible and inadvisable to prevent cows from being kept, as this was permitted itvall large towns, but instruc- , tions would be given to 4 the Inspectors . to see that places where cows were kept i weie in a clean condition.

The by-law was carried, and will be confirmed at a special meeting to be held on May 28th.

Or. Glow asked the Works Committee what work was proposed to be done to the small bridge over the Huatoki leading to the lane by the side of the Taranaki Hotel.

Or. Stobr said the bridge was past repair, and that if anything were done a new bridge would have to be erected. His Worship stated that in the first, instance the bridge had been erected by public subscription, and that as it was on private property it would be illegal for the Council to expend money on the bridge.

Or. Olow said ho was aware of the means by which the bridge was built, but he considered that as it was a great convenience to those living in Gill street when goiDg to the station, if possible something should be done.

It was decided that the Town Clerk should advertise the closing of tht approaches to the bridge, and that if anyone used the bridge it would be at their own risk.

The Town Olerk was appointed Registrar of dogs. The Council adjourned.
