OPINIONS ON PREMIER*!' DECISION.

London, April 23. The Daily Tdegraph states that the Premiers' decision iu regard to the Federal Bill is to be regretted, but 'must be accepted. The paper urges the introduction of Mr. flaldane's Council of the Empire. The Daily Mews adopts a similar view.
The Standard considers Mr. Barton's :one too uncompromising.
DELEGATES DISCOURAGED. (Received 24,11 p.m.) London, April 23. The Federal delegates are somewhat discouraged at the uncertain tone of the Premiers' decision, which is calculated to create difficulties and possibly disturb the unanimity hitherto prevailing. The delegates are determined to publish the text of the Premiers' cable. The strongest conviction prevails that a number of colonial judges are seeking the influence of the Colonial Office relative to appeals. Chief Justice Way, of Adelaide, is one of the names specially mentioned.
