Londok, March 28. The reply of Russia to the Note to the 'Powers by the two Presidents shows the greatest sympathy with the Boers and the greatest regret for Russia's inability to comply with their request; for mediation. The reply explains tiiat had the Presidents applied to the Powers before telegraphing their ultimatum to Lord Salisbury there was reason to believe that England could have been approached. The reply, however, would have been the same, as mediation would have been impossible after Lord Salisbury's categorical statement on the subject. The Times, commenting on the reply, says that perhaps it is tho unkiudeet sent, acidulating platonic sympathy ivith an intimation that the Republics iad looked the wrong way, but that it ivould have made do difference if they lad looked tho right way.
