It is proposed to separate the three classes, viz., skilled artisans, aged artisans and old persons unable to work, and habitual loafers. Efforts will be made to secure the employment of the first class at their own trades; the second class will be employed on the butty gang principle, with seven shillings per day as a wage basis, while any surplus will be accommodated for a State farm; loafers to be sent to a penal farm and compelled to work for a living,
