BOROUGH COUNCIL.

The Borough Council met on Monday i evening. Present: His Worship the . Mayor (Mr. E. Dockrill), Ors. Lealand, Clow, Bellringer, Brooking, Collis, Avery, Stohr, and Ward. Councillor Cattley was granted leave of absence owing to ill health. The Sanitary Inspector reported that the town was clean, and the pig sties in good order; that 31 head of large and 25 of small cattle had been slaughtered; also the quantity of kerosene stored. Report received. The Turncock reported his department to be in good order, The Waterworks Engineer reported the breakage of both turbine shafts ;he had warned the Council that one might break at any time owing to it having a slight bend, and recommended a new one to be obtained: it was broken owing to bad flaws. Also that he had had a 1 very trying month, the river being very low, and so much water being | used in town, necessitating long hours of pumping. The water was two inches below the dam. Though the pumps were in very good order he dared ; not put any pressure on them as it might upset them. Both shafts had been replaced by new ones of mild steel, the old shafts being only common iron. He also reported other : alterations effected.

Cr. Collis raised the question of the necessity of the large number of new works mentioned as necessary by the Engineer, considering it had been stated not long since that the pumps were in good order. Cr. Bellringer pointed out that the only new works were those in connection with the shafts which had snapped owing to old flaws. The pulleys had been found to be out of the parallel and had been straightened and put higher up so as to allow more play for the belting. The Engineer had taken ofl" two ferrules put on by Mr. Okey. This had been done without the consent or knowledge of the Works Committee. The Engineer considered they injured the belts but this was contrary to Mr. Okey's opinion. Had the Engineer asked for permission to make this alteration it would not have been givea and he had been cautioned not to take similar action in future. Certain things had come to the knowledge of the Committee which they greatly disapproved of.

A tedious discussion ensued and eventually the report was adopted. The Reserves Committee reported that upon the Borough Solicitor reporting that all papers are ,in order and all rents and costs paid, leave be given to Mr. James Oharlßs Anderson to transfer the leases of lots 11, 13, and 15 section 1, block 3, Ngaire Survey District, to William Russell Mackay. Eeport adopted. The Finance Committse reported that they had held 4 meetings to consider correspondence of a confidential nature the final meeting being held on Saturday morning, when the following resolution was passed That the Borough Solicitor be requested to arrange certain matters and report the result of his enquiries to the Committee. That the Town Clerk sue for all unpaid rates. That the Borough Offices be closed while the building is being shifted, the Town Clerk being allowed thS holidays foregone at Xmas and New Year. After some discussion as to closing the Reading room, and a proposition to hiro a room temporarily being lost, the report was carried. The following reports from the Works Committee were presented : 21st February, 1900—That in reference to Mr. Oorkill's complaint as to laying of water pipes in John street, and Ridge Lane, the Turncock be instructed to relay the same at a depth of not less than Ift 6inches, at a distance of three feet from the northern boundary of John street and close to the fence on the Ridge Lane, in a straight line. 7th February, 1900—That Messrs. Freeth Bros, application re sign be granted ; that the wire fence in Fulford street be altered so as to allow cattle to pass; that Messrs. Hadley and Co.'s letter be received and that j they be informed that the Council cannot at present go into details re electric lighting. 9th February, 1900—That the Foreman attend to the repair of ham street bridge (Council's portion) and that the timber required be ordered ; that the contractors ba notified to deliver 100 yds of gravel, and sufficient stone for Powderham street, all to be delivered by the 10th March. Should it be necessary to procure fine gravel from Moturoa that 8s per yard be paid for the same ; that the Borough Surveyor be instructed to prepare plans etc. for forming and metalling Powderham street from Dawson to Mt. Granville's, coach shop in Curriestreet, M. Andrew's, J. H. Cock & 00. 3. That permission be given to Misses M. and A. Jones and Messrs. F. and O. Samuel to grant rights-of-way over I parts-section 896 and 897, New Plymouth, so that there be granted rights-of-way over a rectangular strip of land, 1 having a frontage to Devon-street of ' 10 6 links, and a depth at right angles \ to Devon-street of 154'66 links, the • eastern boundary of such right-of-way; ; being parallel to and 5 3 links distant ■ from the eastern boundary of section ! 396.

Bellringer, in reply to Or, Oj'Hs' question as to the appireitly dead levels of some of the streets, poin' e i out that in taking the plans the Borough Surveyor had been instructed to keep in view the matter of draining the whole town, which must be carried out in the future, so that the stroets which at present appeared to be oa a dead level would, wheo the system was complete, be found to drain all right. 11 was, he said, most important to louk ahead and keep tbe sewerage question in view, so as to avoid having to piy compensation hereafter. He also referred to the scarcity of earth for filling in as being a serious question in the near future,—Report adopted. It was decided that the plans of bvels should ba advertised and, with any others that could be laid before the Council at their next meeting, should remain open for inspection until May 14th, on which objections would be heard.

A discussion took place as to tarring the footpaths, The Chairman of tho Works Committee mentioned that a new method of asphalting was about to be tried, and if successful thero would be no more tarring done, Aceouats amounting to .£339 10s 5d were passed. Or. Bollringer formally announced his forthcoming absence on a visit to England and asked for leave of absence. On tho motion of the Bfayor leave waß granted to Or, Beflriager during his visit. The question oF the advisability of obtaining another approach into Brougham-street from Gill-stroet or Mo}.;s.vopth-f>treet was brought up by Qi*. Lmland, and after considerable discussion it was decided that it be an instillation to the Works Qjmmittea to bring the tqattep tg tho attention of the Railway Department with a yiew to their providing in their plans for giving additional access to Broughamstreet.
