The Navy Bill has been referred to the Budget Committee. In their speeches in the Reichstag, Herr Ferdinand Bebel and Vice-Admiral Tirpitz, Minister for the Navy, admitted that war with England would -be a great calamity. The passage of the Navy Bill depends upon the ability of the Government to conciliate the Centre Party. Paris, February 12. The French Government is feverishly pushing on the completion of theecjuip ment of new quick-firing guns. The factories are working night and day.
