REBELS’ MERCILESS PURSUIT Santander May Surrender After three days.’ lull the Spanish j insurgents to-day furiously resumed (the offensive toward Santander, de- | signed to capture the rich industrial and mining area. Aeroplanes are hounding the retreating- Basques, who are followed by strong mechanised columns. Reports from several sources state that the Santander authorities 'are negotating for surrender to avert the destruction of the city, according to a Paris message. The International Federation of Trade Unions and the Socialist International joint conference, under the presidency of Sir Walter Citrine and M. De Brouckere, solemnly pledged itself to bring pressure on the League of Nations’ Governments 1 to assist the Spanish Government ac- | cording to- the Covenant obligations I and help to restore political and territorial independence In Spain and I enable the Government to buy all i necessary arms to defend its rights. I Sir Walter Citrine stated after the i conference that the resolution was I carried unanimously. All realised the i great responsibility but agreed it i was better to run the risk of war I while -the Spanish Government still I existed than to finally drift into war | when it was too late.
