Voting By Declaration When the borough by-election Itakes place on Tuesday next there will no doubt be a number of people desiring to vote by declaration, but it remains with ths town clerk, Mr G. C. Grace, as returning officer, whether such votes shall be accepted. According to a candidate there is an impression that a person has merely to satisfy the returning officer that the residential qualification of three months has been fulfilled. Briefly, the position is .thaft unless a- person had made an effort to be placed on the roll he cannot vote He must be able to satisfy the returning

officer that he had reasonable cause to believe that then the roll wps closed his name was on the roll.
