The Soviet has sent a Note to the Non-Intervention Committee protesting against the fwsr-Power negotiations on Spanish control, contending that discussions against attack should be undertaken only after full discussion by the committee and with the full knowledge of all Powers represented on it.
The Note also allegeet that when the Deutschlanid was bombed she was not carrying out patrol duties and suggests that she was stationed in Spanish:waters for "altogether different purposes.”
