EUROPEAN PEACE EFFECT OF COLLECTIVE SECURITY Russian Paper Approves Of Mr Lyons’s Plan Press Association —Copyright. (Received 11.30 a.m.) Moscow, May 21. The newspaper Izvestia, approving of Mr J. A. Lyons’s suggestion of a Pacific Pact, says: “The proposal will have a great international political s-’gnrrii-cance if it receives the' proper support. Such a Pact would coincide with the interests of al'l Pacific Ocean countries. “Collective security in the Paci- * fic would play a tremendous, and possibly a decisive, role in ensuring European peace, and would be a powerful factor in prevents ing the terrible slaughter t!he Fascisa aggressors are preparing. “A Pact can be concluded if the great Powers display a readL • ness to create a collective system, confronting Japan' with the necessity of participation or complete isolation.”
