Measures unprecedented in peace time have been decreed to combat espionage and place Soviet! life under military domination. The country will be divided into military districts under Army Councils appointed by the Krein. Lin, wit|h supreme authority to manage military affairs, mobilise the population, railways and other means of communication, supervise industrial construction and also control educational' bodies concerned in war preparations, volunteer units and aerial defence. It is explained that the decree is due to the subversive activities of Trotsky supporters and exten. sive German and Japanese espionage.
