DISREGARD OF (BRITAIN ATTITUDE OF ULSTER Prime Minister to Visit Mr. Baldwin Press Association —Copyright. (Received 10; 5 a.hi.) London, May 2. The Sunday Dispatch says.' that the Prime Minister of Northern Inland, Viscount Craigavon, is expected !jo call on the Prime Minister, Mr Stanley Baldwin, shortly to discuss Ulster’s.' viewpoint in connection with Mr de Valera’s claim that he has set up an all-Ireland Constitution. It is thought in Belfast that Britain cannot ignore Mr ELmon de Valera’s action in this connection.
It is anticipated that British lav/ officers.' will consider the situation’s aspects in reference to the AngloIrish Treaty. The draft of the new Constitution of the Free State ignores tire British Commonwealth and does not mention the King. The electors’ ratification will be sought at a general election, probably late in June. The President, who will replace the Governor-General, will have wide pow_ ers, but these will be for safeguarding the people’s rights, declared Mr de Valera in a broadcast from Dublin. "The new constitution will be the free expression of the people of Ireland' and can be changed only by them. There are still many injustices to be removed, including the partition of our country, British occupation of our ports and the exaction by British occupation of money which we hold is not due, but these issues are now outside the constitution and can be discussed on their merits.”
