London, April 18. | The Marquess of Donegal, writing ; in the Sunday dispatch, discloses an alleged plan to run nearly £3,000,000 worth of arms and munitions to Spain. Through the plan, he assorts, Mr Victor Harvey, th 6 21-year-old son of Lord Herbert Hervey, former British Minis'or to Peru, and Mr John Christopher Lonsdale. of Wlmborn, known •in the West End as a “man about I'own,” hop to make £50,000 each. ! “I picked up the trail at a West End reception and followed it to Finland.” declares Lord Donegal. “Eventually I discovered a gigantic arms ring with headquarters at London, Paris, Oslo and Helsingfors. Tangled vilth the threads of the plot are spying, counter-spying and bribery.” Lord Donegal assorts that Mr Hervey, after an introduction by a Londoner in Florida, received from a Spanish Government agent at Paris a letter of credit o ‘the valu of £378,900. upon which he went <to Finland ! and arranged with Captain Jusu, a i Finnish arms dealer who made ' £500.000 in six months through his I'ictivi’ies, for a vast supply of arms •Bn. as the Finns fere violently antiCommunist, the certificate enabling ‘ f hp. shipment to be made to the - Spanish Government cost £5OOO. Lord Donegal also alleges that Mr. Lonsdale told him he had arranged to let General Franco know how he tbuld capture a ship carrying arms Spain, for which he and Mr Hervey would receive £30,000 each. “If a ship is found <o take arms, which has not yet been done, and the Government extends* credit the deal may yet be computed,” Lord Donegal adds.
