The insurgent offensive nppoars to be making headway against Bilbao. The rebels claim to have surrounded 'lie important mining town of Fuente Ovejunn, on the southern front. A message from Bilbao states: One Danish vessel departed to-day. The Basque Government recalls that 51 vessel:: from Bilbao, carrying minerals ami war materials, were mined or torpedoed during the World War, entailing the loss of 142 lives. It adds that the British decision regarding foodships has created a bad moral effect. According to a message from Amsterdam, the insurgents to-day seized the Dutch steamer Sarkani, when passing through the Straits of Gibraltar without a. convoy. The Dutch cruiser Java refused the request for a convoy, slating that she was only protecting vessels not transporting arms and ammunition to Spain.
