It adds that the British decision regarding foodships has created a bad moral effect. According to a message from Amsterdam, the insurgents to-day seized the Dutch steamer Sarkani, when passing through the Straits of Gibraltar without a. convoy. The Dutch cruiser Java refused the request for a convoy, slating that she was only protecting vessels not transporting arms and ammunition to Spain.
