Mr. Sugiyama, Minister of War, addressing divisional commanders to-day, declared that the relations between Russia and Japan were becoming worse. It was regrettable, Mr. Sugiyama emphasised, that there was no general realisation that Japan’s rearming was designed to meet the Soviet menace in the Far East.
