Srinivasa Sastri, famous in Indian political life, refused to attempt to form a Government in Madras.

He asserts that the British Government has blundered disastrously in India. “The perverseness of Its policy.” he stated today, “will only be measurable when the next World W<w snows the extent to which I 'dian loyalty has been alienated.” An earlier mesage from Bombay stated:— The All-India Congress ha? refuted to form Ministries In six provinces in which it holds' majorities. Governors in Bombay, Madras and Central Provinces are forming Ministries. These will be led by members of the present Provincial Executives'. The Times’s Delhi correspondent states that the Governors of Bihar, United Provinces and Orissa have alto invited elected non-Congressmen to form alternative Governments. As the Government of India Act only requires the Governor to summon the Legislature within six months of the inauguration of the new Constitution, It is hoped that the political situation. will be clarified by the time the. Legislatures assemble. If Ministers fail to gain the confidence of the House, the Governor may dissolve the Assembly or use his special powers.
