Received 10.35 a.m. London, March 13. “1 can say with full responsibility that Russia at present is strong enough to repel any attack on her territories by a foreign Power or combination of Powers, and can do this single-handed. Some may think I am bluffing, but I warn them that they will be unwise to try their strength against ours.” Thus spoke the Ambassador, M. Maisky, at the Peace and Friendship with Russia Congress. M. Maisky emphasised Russia’s desire for peace and the reinforcement of collective security through the League, to which she would gladly again welcome Germany and Japan.
