DEMANDS OF POWERS

SURPLUS POPULATION. JAPAN AND POLAND. Heated Discussion at Geneva. Press Association —Copyright. Received 10.35 a.m. London, March 13. The Manchester Guardian’s correspondent at Geneva reports that Japan and Poland together succeeded in including in the League’s Raw Materials Committee’s report a demand for immigration facilities. The report, which so far has not been published, was approved after a heated discussion. Besides emphasising that it was not the committee's function to discuss the distribution of raw materials and territories, it says that the committee will examine the open-door policy, mandated colonies, quotas and other trade restrictions.
