He is blocking the path to peace ’ through his obstinate adherence to a policy of economic Imperialism.” The Empire could not stand another shock like that at Ottawa.
“One of the worst features of Imperial preference,” he continued, “is the closing of the open door in the colonies, which is provocative to all Powers not possessing colonies, especially Germany and Japan. We must abandon the Ottawa agreemcait if we desire to stop the drift towards war.”
