A proposal that prospective migrants, before leaving England, should be thoroughly tested In conditions resembling those In the Dornin in, is advanced by Earl Winterton In the Daily Telegraph.

Lord Winterton pointe out that he has made fairly frequent visits to the Dominions, and declares that only a small proportion of the population of the United Kingdom is suitable for migration to the Dominions.

Lord Winterton suggests the establishment of a training camp tn some isolated part of Britain where the men’s wives and daughters would have to cook, bake bread, etc., and the men start easy work, eventually graduating to tasks as back-breaking as the pioneer had to perform In the Dominions.
