He told the Dally Herald that the New Zealand Labour Government was leading the Empire In social legislation. He added that the tour Was the finest educational opportunity he had ever had and he would advocate in the future a freer exchange of delegates between Britain and the Dominions. It would clear up a lot of misunderstandings
