Senate Passes Pittman Resolution. Press Association —Copyright. Washington, March 3. The Senate to-day passed the Pittman neutrality resolution by 63 votes to six. The Senate rejected reveral amendments including one of Senator W. E. Borah to make the “cash and carry” provisions discretionary instead of mandatory. Senator Johnson led the opposition, insisting that the measure would esijahHsh a ‘’scuttle and 'run” polidy which was worthless to keep America out of war.
The resolution will now go before the House of Representatives. In effect the resolution would pro habit American ships carrying goods' to belligerent countriess but would permit belligerent nations to bffy goods in America and carry them in their own stupa.
