velopment overseas. He added thait with the army he had prepared a concrete plan to defend Tokio and other cities againet air raids. M. Hayashi said that the Russian troops in tho Far East possessed a superiority complex, tempting them to cross the border; hence it was necdssary to increase Japan’s military strength.
