The progress of the Non-Interven-tion Committee’s scheme for the ban on volunteers for the Spanish civil war was mentioned in Parliamentary answers to-day by the Foreign Secretary, Mr R. A. Eden, who was warmly received by the House on his return from his holiday. Mr. Eden said the final details of the plan of supervision were still under discussion between the Governments concerned, and it was hoped that a definite agreement on the subject would be reached within the next few days.
An arrangement had been reached between the British Government and the Portuguese Government by which 130 British officials would observe the application of the agreement on the Spanish-Portuguese frontier. For*'the debate on the Non-Interven-tion Bill every seat in the Free State Dail was filled, numbers of priests occupying the gallery. The closure was applied during the debate to secure speedy treatment, and the Bill passed its final stage by 77 votes to 50. The Irish Press announces the death in action of Daniel Chute, a member of the Irish brigade. William Beattie, reported killed, is now known to be wounded and in hospital.
LOYALIST OFFENSIVE.

There seems no doubt tffat the Government, offensive, which Is the biggest since the revolt and is costing thousands of lives, is aimed at outstanding victory to raise the moral of the troops. The Government realises that the war cannot be Won if it remains on the defensive. Masses of men, tanks and armoured cars are being thrown into the attack, regardless of loss.
