The Dominions’ right to decide regarding neutrality is] fully recognised here, nevertheless defence experts hold that if Britain is at war any declaration of neutrality by any Dominion is not secure in that such neutrality will be respected. On the other hand, it is firmly believed, in the event of Britain being involved, that the enemy will not .respect ships bringing essential foodstuffs from the Dominions to Britain | any more than they would respect British ships. Being vitally dependent on such foodstuffs, Britain would be compelled to protect ships from the Dominions, whether or not the Dominions remained neutral.
