ARMS EMBARGO.
Provisions To Protect U.S.A. Citizens.

The Senate Foreign Relations Committee to-day recommended the,Senate to adopt the permanent neutrality resolution drawn up by Mr Ken Pittman, the chairman, providing for an embargo on arms and munitions as soon as the President proclaims war or civil war anywhere in the world and the prohibition of loans to all belligerents.
American vessels Would be prohibited by the resolution from carrying goods likely to involve tile United States in conflict, restrictions would be placed on the use of American ports by belligerents’ submarines and armed merchantmen at the discretion of the President, and it would be unlawful for Unted States citizens to travel on vessels or aircraft belonging to belligerents. American ships would be forbidden to carry armaments of any kind beyond small arms that the President might authorise .the officers 1 to carry for disciplinary purposes.
Mr Pittman, when explaining the measure said every provision was simply to permit definite control of the United States’ own citizens and to attempt to prevent them from being killed by unnecessarily going to placet and committing acts. ~
