President Roosevelt sent the National Resources Committee’s report with a special message to Congress to-day, urging the development of a public works programme on a permanent basis with the immediate establishment of a six-year Ibuilding plan. The chief part of the programme, which will require a total of £1,000,000,090, provides water construction projects aimed to prevent floods and costing £550,000,000, including Mississippi and Ohio Valley projects requiring an immediate outlay of £23,000,000. The larger programme is aimed to devise orderly building concepts which will conserve the natural resources and provide in the event of a future depression for undertakings which will render the greatest relief with the most considerable permanent gain.
