To Be Submitted To Congress.

Dress Association—Copyright Washington, February 2. President Roosevelt intimated to-day that he intends to submit labour and business legislation to Congress regardless of Mrs W. E. Borah’s demand for a referendum. Hours and wages and the prohibition of child labour were primary concern, he said, and fair trade practices were secondary. He expected that two separate statutes would, be attempted.!
